Evidence from several countries shows that housing affordability, access to homeownership, and mortgage conditions play a major role in fertility decisions, suggesting that housing policy should be viewed as a key demographic policy.

However, a stronger response is needed if such shocks spill over into core inflation or cause inflation expectations to become persistently de-anchored, requiring central banks to act to maintain price stability.
